That character was Simon Bonesteel, a hunter played by Canadian voice actor Scott McNeil, who voiced Piccolo in the Saban US dub of Dragon Ball Z, Wolverine on Kids’ WB!’s X-Men: Evolution, and tons of other things. I hope you’re enjoying the silly sound effects, ’cause every tic, twitch and gesture that Bonesteel makes in punctuated by them.
