Clearly what they meant was that Krang likes to toy with his prey, like a cat. A pretty weak excuse, but believable for the character, at least. As for why a kitten specifically, between that, the voice, and the use of “-chan”, it sure sounds like they’ve given him certain…coding in that dub.
