I guess The Discovery was classified so Janice wouldn’t know about Philippa Georgiou being a captain.
Kind of hard to ignore Katrina Cornwell being a Vice Admiral which outranks captain.
Also Enterprise exists so Erika Hernandez was given command of only the 2nd warp 5 ship that Strafleet made.
